Important Updates for the Coverage Gap Discount Program and the Manufacturer Discount Program

Please review all the information below provided by the Third Party Administrator (TPA) regarding participation in the Coverage Gap Discount Program (CGDP) and Manufacturer Discount Program (MDP). 

 

New Manufacturer Payment Portal: 


Starting in January 2025, both CGDP participants and MDP participants will use the new Manufacturer Payment Portal (MPP).
The MPP will replace the current CGDP Portal and handle invoice distribution, report retrieval, and discount payments for both manufacturers and sponsors across several programs.
 
The TPA will continue to utilize HPMS for role assignments in the MPP.
Manufacturers and sponsors should verify and update contact information on CGDP and MDP accounts to ensure accuracy.
Access to MPP is only granted to the appropriate roles listed below as identified in HPMS. 

 

Please ensure your contact information in the Health Plan Management System (HPMS) is current.

This data will be used to send onboarding materials to the appropriate individuals: 
•    Part D Sponsors should verify that the “Discount Program Payment Contact” and “TPA Liaison” are accurate. 
•    Pharmaceutical Manufacturers should confirm their “Payment Contact” and “TPA Liaison” details are correct. 

 

Please note: When first logging into MPP manufacturers and sponsors will need to create a new password utilizing the “Forgot Password” function. 

CGDP Important Information: 

The Coverage Gap Discount Program (CGDP), established under section 1860D-14A of the Act, remains in place through December 31, 2024. Manufacturers and sponsors participating in the CGDP will log in to the legacy CGDP portal through December 31, 2024. CGDP will be integrated into the new Manufacturer Payment Portal starting in January 2025. 

MDP Important Information: 

The Manufacturer Discount Program (MDP), enacted into law in section 11201 of the Inflation Reduction Act of 2022, Public L. 117-169 (IRA) and codified in sections 1860D-14C and 1860D-43 of the Social Security Act (the Act), commences on January 1, 2025. 
The TPA will begin onboarding MDP participants in January 2025. At that time, you will receive a welcome packet from the TPA Operations team with next steps.
